Our History

In 1985, David Onanian was working with Randy Paulson for one of the largest owners of apartments at the time. With over 200,000 units, Randy created a national accounts program in order to get deep discounts from suppliers across their entire portfolio and named it, Apartment Services. The discounts afforded this large customer substantial savings at the property level and accumulated in value creation for the owner. Shortly after the tax law changes of 1986, much of the portfolio was sold and subsequently managed by new companies. David recognized an opportunity to expand upon the national accounts program and approached suppliers to negotiate national contracts, offering the same deep discounts to other management companies and their properties. The suppliers immediately recognized the value of reaching out to many management companies through one cohesive network.

In the Fall of 1990, David Onanian and an associate founded Professional Apartment Services (now known as PAS Purchasing Solutions) and began marketing its expertise and network to the multifamily industry.

David has been heavily involved in the Houston Apartment Association (HAA), Texas Apartment Association (TAA), and the National Apartment Association (NAA) since the 1980’s. In 1991 David was elected President of HAA and currently serves on the Board of Directors of the National Multifamily Housing Council (NMHC).

Randy Paulson later joined PAS in 2002 and provided a tremendous boost in leadership, organization, and industry relationships. Since that time, Randy has contributed immensely to growing the PAS membership base from 350,000 to more than 1,000,000 cumulative units while continuously expanding on the supplier network offerings.

Today, PAS is the only Group Purchasing Organization (GPO) in the multifamily industry offering not only, its years of knowledge and expertise working with a multitude of companies ranging from 100-units to over 80,000-unit portfolios at no cost to them, but also being a valued partner for regional and national vendors, suppliers and service providers to expand on their business and footprint in multifamily.
